To provide an extension of highway, highway safety, motor carrier safety, transit, and other programs funded out of the Highway Trust Fund pending enactment of a law reauthorizing the Transportation Equity Act for the 21st Century.
Surface Transportation Extension Act of 2004, Part IV - Amends the Surface Transportation Extension Act of 2003 to extend, through FY 2004, Federal highway, highway safety, motor carrier safety, and transit programs.
Amends the Dingell-Johnson Sport Fish Restoration Act to extend through FY 2004, funding for national outreach and communication programs related to sport fishing and boating safety.
Amends the Internal Revenue Code of 1986 to authorize until October 1, 2004, expenditures for obligations under the Transportation Equity Act for the 21st Century (TEA-21) from the following Accounts: (1) the Highway Trust Fund; (2) the Mass Transit Account; and (3) the Aquatic Resources Trust Fund.
