To establish the National Oceanic and Atmospheric Administration (NOAA), to amend the organization and functions of the NOAA Advisory Committee on Oceans and Atmosphere, and for other purposes.
National Oceanic and Atmospheric Administration Organic Act of 2004 - Re-establishes in the Department of Commerce (DOC) the National Oceanic and Atmospheric Administration (NOAA), administered by the Under Secretary of Commerce for Oceans and Atmosphere. Establishes additional positions within NOAA.
Repeals Reorganization Plan No. 4 of 1970 (originally establishing NOAA within the DOC).
Amends the National Advisory Committee on Oceans and Atmosphere Act of 1977 to make specified amendments to reflect the changes made herein with respect to the NOAA Advisory Committee on Oceans and Atmosphere.
