Authorizes members of the National Guard who, immediately after the terrorist attacks of September 11, 2001, served in counties declared Federal disaster areas as the result of those attacks to count such service as Federal active duty for purposes of military retirement credit.
Makes this Act retroactively effective to benefit those members of the National Guard who became entitled to retired pay between September 11, 2001, and the date of enactment.
