To amend title 10, United States Code, to require the Secretary of the Army to establish a combat service recognition ribbon, similar to the Navy Combat Action Ribbon, to recognize participation in combat by members of the Army, regardless of branch.
Army Combat Recognition Act of 2004 - Directs the Secretary of the Army to: (1) establish a combat recognition ribbon to recognize combat participation by members of the Army; and (2) award the ribbon to each member of the Army who meets criteria established by the Secretary (to be based upon the criteria for award of the Navy Combat Action Ribbon) for service performed after August 1, 1990.
Prohibits award of the ribbon to members of the Army who were awarded the Combat Infantryman Badge or the Combat Medic Badge for the same period of service.
Requires the Secretary to establish procedures to implement this Act.
