To ensure consultation with the governments of the territories of the United States with respect to trade policy and trade agreements.
Territorial Trade Enhancement Act - Amends the Trade Act of 1974 to require the President to consult with the: (1) governor of any State or U.S. territory before entering into trade agreements; and (2) governments of U.S. territories on trade policies, including those on trade in services.
