Directs the Secretary of Education to allocate such grant funds as follows: (1) one-third among States; (2) one-third among largest local educational agencies (LEAs); and (3) one-third among high-growth LEAs.
Makes any public charter school that constitutes an LEA under State law eligible for such assistance under the same terms and conditions as any other LEA.
Provides for prompt payment of contractors performing federally-assisted work under this new title IX of ESEA.
