Prohibits giving any advantage to a proposal for outsourcing to save costs for the Federal Government by: (1) failing to offer employer-sponsored health insurance benefits to workers to be employed under the contract; or (2) offering employer-sponsored health insurance benefits to such workers that are less than the benefits provided for Federal employees under the Federal Employees Health Benefit plan.

A BILL
To prohibit the award of a Federal contract unless the contractor
agrees to offer their employees certain health insurance benefits.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PROHIBITION ON GIVING ADVANTAGE IN PUBLIC-PRIVATE
COMPETITION TO ENTITIES PROVIDING LESS HEALTH INSURANCE
BENEFITS THAN BENEFITS PROVIDED TO FEDERAL EMPLOYEES
In the case of any public-private competition held under Office of
Management and Budget Circular A-76 or any other outsourcing policy for
the conversion of an activity or function performed by Federal
employees, no advantage shall be given to an offeror for a proposal to
save costs for the Federal Government by either--
(1) failing to offer employer-sponsored health insurance
benefits to workers to be employed under the contract for the
performance of such activity or function; or
(2) offering employer-sponsored health insurance benefits
to such workers that are less than the benefits provided for
Federal employees under chapter 89 of title 5, United States
Code.
