To amend the Congressional Budget Act of 1974 to establish macroeconomic congressional budgets.
Macroeconomic Budgeting Act of 2004 - Amends the Congressional Budget Act of 1974 to change from mandatory to discretionary specific new budget authority and outlays for each major functional category in the concurrent resolution on the budget (thus limiting the required contents of the resolution to totals of new budget authority and outlays).
