Contract Accountability for Taxpayers Savings Act - Requires Federal agencies to submit to Congress notification of any contracts in amounts greater than $1 million that are proposed to be awarded using procedures other than competitive procedures.
Prohibits any agency from awarding such a contract before the expiration of 30 legislative days after submission of the notification.
Sets forth procedures for congressional consideration of a joint resolution of disapproval of a proposed contract.
