To reauthorize the Temporary Assistance for Needy Families block grant program through June 30, 2004, and for other purposes.
Work Promotion and Independence Act of 2004 - Extends through June 30, 2004, activities authorized by part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act (SSA), and related activities with respect to the separate abstinence education program under SSA title V (Maternal and Child Health Services) and other matters, to be continued in the manner authorized for FY 2003.
Extends through June 30, 2004, the national random sample study of child welfare under SSA title IV part A and child welfare waiver authority, to be continued in the manner authorized for FY 2003.
Amends part A of SSA title IV to recalibrate the current credit for caseload reduction (thus reducing the effective State work participation rate target for States with falling caseloads).
