Directs the Secretary of the Army to transfer, to the Secretary of Veterans Affairs, administrative jurisdiction over a portion of the Defense Supply Center in Columbus, Ohio, for the construction of a new outpatient clinic for veterans.
Directs the Secretary of the Army, prior to such transfer, to conduct an environmental assessment of such property.
