TEUC and EB Amendments Act of 2003 - Amends the Temporary Extended Unemployment Compensation Act of 2002 and the Federal-State Extended Unemployment Compensation Act of 1970 to provide alternative triggers and temporarily allow States to waive certain requirements in determining eligibility for: (1) TEUC second-tier benefits (also known as TEUC-X, limited to high-unemployment States); and (2) extended unemployment benefits (EB).

A BILL
To amend the Temporary Extended Unemployment Compensation Act and the
Federal-State Extended Unemployment Compensation Act to temporarily
allow States to disregard the look-back requirement of these Acts for
purposes of determining unemployment insurance eligibility.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``TEUC and EB Amendments Act of
2003''.
SEC. 2. ALTERNATIVE TRIGGERS RELATING TO TEUC SECOND TIER BENEFITS AND
EXTENDED UNEMPLOYMENT BENEFITS.
(a) Provisions Relating to TEUC.--Section 203(c)(2)(B) of the
Temporary Extended Unemployment Compensation Act of 2002 (Public Law
107-147; 26 U.S.C. 3304 note) is amended to read as follows:
``(B) such a period would then be in effect for
such State under such Act if--
``(i) section 203(d) of such Act were
applied as if it had been amended by striking
`5' each place it appears and inserting `4';
and
``(ii) with respect to weeks of
unemployment beginning on or after the date of
enactment of this clause--
``(I) paragraph (1)(A) of such
section 203(d) did not apply; and
``(II) clause (ii) of section
203(f)(1)(A) of such Act did not
apply.''.
(b) Provisions Relating to Extended Benefits.--For purposes of
conforming with the provisions of the Federal-State Extended
Unemployment Compensation Act of 1970 (26 U.S.C. 3304 note), a State
may, for weeks of unemployment beginning on after the date of the
enactment of this Act and on or before December 31, 2004, waive the
application of subparagraph (A) of section 203(d)(1) of such Act,
clause (ii) of section 203(f)(1)(A) of such Act, or both.
