To amend title XVIII of the Social Security Act to facilitate the use of private contracts under the Medicare Program.
Seniors Health Care Freedom Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act with respect to the use of private contracts by Medicare beneficiaries with physicians or practitioners for items or services for which no Medicare claims shall be submitted. Repeals the requirement that such a physician or pratitioner file an affidavit promising not to submit any Medicare claims during the two years the affidavit is in effect.
