To improve migratory bird management by the Animal and Plant Health Inspection Service of the Department of Agriculture, and for other purposes.
American Aquaculture and Fishery Resources Protection Act - Exempts any migratory bird management carried out by the Secretary of Agriculture through the Animal and Plant Health Inspection Service from the National Environmental Policy Act of 1969.
Authorizes a Service employee acting under the Migratory Bird Treaty Act to: (1) issue a depredation permit to a Service stakeholder or cooperator; and (2) manage and take migratory birds.
