Permits $200 million of the funds made available for U.S. contributions to the United Nations (UN) under the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2004 to be made available to provide adequate deployment rotation and other relief for U.S. troops serving in Iraq, unless the UN adopts a resolution that provides: (1) support for U.S. security, rehabilitation, and reconstruction activities in Iraq; and (2) appropriate contributions from other UN-member nations in support of such activities.
