To amend the Immigration and Nationality Act to bar the admission of aliens from countries determined to be state sponsors of terrorism, and for other purposes.
Stop Terrorist Entry Program Act of 2003 - Amends the Immigration and Nationality Act to prohibit immigrant or nonimmigrant (excluding diplomatic or immediate family aliens) visa issuance to a alien who is a national or a resident of a country that is a state sponsor of terrorism, with discretionary waivers for: (1) emergency medical needs; or (2) asylum or refugee admissions.
Defines "state sponsor of terrorism."
