To establish a national clearinghouse for information on incidents of environmental terrorism and to establish a program to reduce environmental terrorism.
Establishes in the Department of Justice the Environmental Terrorism Reduction Program. Authorizes the Attorney General to designate high intensity environmental terrorism areas qualifying for Federal assistance. Sets forth criteria for such designation, including the extent to which: (1) the area is a center of crimes committed in the name of the environment; and (2) a significant increase in Federal resources is necessary to respond adequately to environmental terrorism activities in the area.
