Emergency Supplemental Appropriations for Disaster Relief Act, 2003 - Makes emergency supplemental appropriations to the Department of Homeland Security for FY 2003 for disaster relief in carrying out the functions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Designates such amount as an emergency requirement under the FY 2004 concurrent budget resolution.
