Directs the Secretary of Health and Human Services to make grants to public and nonprofit private entities to establish or operate demonstration projects for increasing the supply of organs donated for human transplantation.
Requires certain professional consultation.
Allows such projects to establish appropriate financial incentives for organ donation, including the payment of travel and subsistence expenses incurred by individuals making living donations. Requires such incentives to include one or more projects to provide payments for the purchase of life insurance policies or annuities, payable to a donor's designee.
Limits evaluation costs to five percent of authorized funds.
