Safe Waste Disposal Act - Amends the Solid Waste Disposal Act to authorize State and local governments to petition the Administrator of the Environmental Protection Agency (EPA) for enforcement of violations of that Act.
Requires the implementation of a manifest system for the interstate transportation of solid waste in four-(or more) axle vehicles, by container (stacked two or more high) in vessels on navigable waters, or by freight rail.
