Modifies the Federal carjacking statute to: (1) remove the requirement that the offense be committed with the intent to cause death or serious bodily harm in order for prescribed penalties, other than the death sentence, to apply; and (2) retain the death sentence as an option if the offense is committed with such intent and death results.
