Joint Committee on Agency Rule Review Act of 2003 (JCARR Act) - Amends Federal law to establish the Joint Committee on Agency Rule Review.
Prescribes a procedure for expedited consideration by the House of Representatives of a joint resolution reported by such committee disapproving an agency rule.
