To establish a commission to commemorate the sesquicentennial of the American Civil War.
Civil War Sesquicentennial Commission Act - Directs the Secretary of the Interior to establish a Civil War Sesquicentennial Commission to plan, develop, and carry out programs and activities appropriate to commemorate the sesquicentennial of the Civil War, and to carry out other specified duties.
Requires the Commission to: (1) prepare a strategic plan and annual performance plans; and (2) submit to Congress an annual report that contains a list of each gift, bequest, or devise with a value of more than $250, together with the donor's identity, and a final report by December 30, 2015, containing the Commission's activities, findings, and recommendations, and a final accounting of funds.
Directs the National Endowment for the Humanities to award grants, considering established university, museum, or academic programs with national scope that sponsor multidisciplinary projects, including those that concentrate on the role of African Americans in the Civil War.
Requires the Department of the Interior's Inspector General to perform an annual audit of the Commission and make the results public. Authorizes appropriations.
