To further the protection and recognition of veterans' memorials, to amend title 38, United States Code, to provide for grants to repair veterans memorials, and for other purposes.

Summary

Veterans' Memorial Preservation and Recognition Act of 2003 -Amends the Federal criminal code to prohibit willfully desecrating a monument on public property commemorating the service of any person in the U.S. armed forces where: (1) the defendant travels in, or uses an instrumentality of, interstate or foreign commerce; or (2) the monument is located on Federal property.

Requires that veterans cemeteries be treated as sites permitting supplemental guide signs on Federal-aid highways.

Authorizes the Secretary of Veterans Affairs to make grants to a State or qualified organization for up to 50 percent of the costs of the repair or restoration of a veterans memorial.
