To amend the Federal Election Campaign Act of 1971 to provide for public funding for House of Representatives elections, and for other purposes.
Authorizes the Federal Election Commission, in lieu of any report required to be filed by this Act, to allow a State committee of a political party to file with it a report required to be filed under State law if it determines such reports contain substantially the same information.
Prescribes reporting requirements about: (1) the election activity of persons other than political parties; and (2) contributions through intermediaries and conduits.
