Directs the Administrator of the United States Agency for International Development (USADI) and the Secretary of Defense, in entering into contracts with private entities to provide assistance for Iraq, including contracts to carry out commercial mobile wireless communication service for Iraq, to give preference, to the greatest extent practicable, to qualified American entities.
Directs the USAID Administrator and the Secretary, in entering into such contracts to provide commercial mobile wireless communication service as assistance for Iraq, to require that code division multiple access (CDMA) technology be used for such service.
