Truth in Electricity Trading Act of 2003 - Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to promulgate rules establishing an electronic information system to provide the Commission and the public access to information that facilitates price transparency and participation in markets subject to its jurisdiction, including the availability and market price of wholesale electric energy and transmission services.

Prohibits contracts for round trip trading of electricity. Increases civil and criminal penalties for Federal Power Act violations.
