Amends Federal law to require U.S. agencies with respect to the award of grants to American Samoa, Guam, the Virgin Islands, and the Northern Mariana Islands to waive: (1) the entire local matching fund requirement, if any, for grants of $500,000 or less (including in-kind contributions); and (2) $500,000 of any local matching fund requirement for grants of more than $500,000 (including in-kind contributions).
Requires the Secretary of the Interior to report to specified congressional committees on the results of a study of the implementation of amendments made by this Act.
