To amend the Tennessee Valley Authority Act of 1933 to ensure that promoting recreation is treated as a primary purpose in the operation of dams and reservoirs under the possession and control of the Tennessee Valley Authority.

Amends the Tennessee Valley Authority Act of 1933 to include promoting recreation among the primary purposes for which the Board of the Tennessee Valley Authority, in the operation of dams and reservoirs, is directed to regulate the stream flow (primary purposes currently include promoting navigation and controlling floods).
