To direct the Secretary of Homeland Security to carry out activities to assess and reduce the vulnerabilities of public transportation systems.
Authorizes the Secretary to make grants to eligible transportation agencies for the training of frontline transit employees in emergency preparedness and response activities and the acquisition of approved equipment and technologies to assist in carrying out such training and activities. Allocates grant amounts among eligible transportation agencies based on their needs for emergency preparedness and response training and equipment, requiring not less than ten percent of such amounts to eligible transportation agencies in non-urban areas.
