To limit the period of validity of driver's licenses and State identification cards issued to nonimmigrant aliens to the period of validity of nonimmigrant visas.
Directs the Secretary of Homeland Security to: (1) enter into discussions with appropriate State and local officials to ensure compliance; and (2) provide grants to assist States in issuing licenses and cards consistent with such requirements.
