To provide assistance for the development of indoor disease prevention and health promotion centers in urban and rural areas throughout the United States.
Makes State and local government agencies and community development public authorities eligible for such grants and loans.
Allocates funds according to population. Requires matching funds for grants. Requires compliance with the prevailing wage in the locality.
