Constitutional Amendment - Limits the term of a Senator to four full consecutive terms and a Representative to 24 full consecutive years.
Provides that the House of Representatives shall be composed of Members chosen every 4th year.
States that any term that began before the first day that this article is valid as part of the Constitution shall not be included in determining the number of full consecutive terms that a person has been a Senator or Representative.
