Amends the law making continuing appropriations for FY 2004 to: (1) extend such law through November 7, 2003; (2) make available to the Secretary of Transportation out of the Airport and Airway Trust Fund such amounts as may be necessary for administrative expenses of the Grants-in-aid Airports program at the current rate of operations; and (3) repeal the continuing availability of funding for administrative expenses of the Federal Highway Administration, Bureau of Transportation Statistics, Federal Transit Administration, National Highway Traffic Safety Administration, and Federal Motor Carrier Safety Administration.
Amends the Department of Defense Appropriations Act, 2003 to extend through November 7, 2003, the waiver of certain conditions on the planning, design, or construction of a chemical weapons destruction facility in Russia.
