Senate Procedure Organizing resolution

Sets forth the rule relative to Senate procedure in the 107th Congress to mandate that: (1) Senate committees be composed equally of members of both parties; (2) budgets and office space for such committees likewise be equal, with an additional ten percent to be allocated for administrative expenses; and (3) if at any time during the 107th Congress either party attains a majority, each committee ratio be adjusted to reflect the ratio of the parties in the Senate, and this resolution have no further effect.

Prescribes procedural guidelines for discharge of a bill that has not been reported from committee because of a tie vote.

Prohibits any cloture motion to be made on an amendable item during its first 12 hours of Senate debate.

Mandates that both Leaders seek to attain an equal balance of the interests of the two parties when scheduling and debating legislative and executive business generally.
