A bill to improve environmental policy by providing assistance for State and tribal land use planning, to promote improved quality of life, regionalism, and sustainable economic development, and for other purposes.
Allows use of grant funds for technical assistance (including development of land use planning legislation), providing funding for local government units to carry out land use planning activities, or acquiring equipment or information technology to facilitate such activities.
Requires the Inspector General of the Department of Commerce to report to Congress on this program within three years of enactment.
Authorizes appropriations. Earmarks not less than five percent of the funds for eligible tribal governments.
