A bill to improve the administration of the Animal and Plant Health Inspection Service of the Department of Agriculture, and for other purposes.

Exempts any migratory bird management carried out by the Secretary of Agriculture through the Animal and Plant Health Inspection Service from the National Environmental Policy Act of 1969 (including regulations).

Authorizes a Service employee acting under the Migratory Bird Treaty Act to: (1) issue a depredation permit to a Service stakeholder or cooperator; and (2) manage and take migratory birds.
