Torture Victims Relief Act of 2001 - Amends the Torture Victims Relief Act of 1998 to authorize appropriations for FY 2002 through 2004 for the Department of Health and Human Services to provide grants to U.S. treatment centers for the rehabilitation of victims of torture (including treatment of the physical and psychological effects of torture).
