A bill to provide additional authority to the Office of Ombudsman of the Environmental Protection Agency.
Expands the duties of the Ombudsman to include assisting citizens in resolving problems relating to any program or requirement under this Act, the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), as well as any other program administered by the Environmental Protection Agency's (EPA) Office of Solid Waste and Emergency Response Requires the Ombudsman to conduct investigations, make findings of fact, and make nonbinding recommendations concerning such problems.
Describes additional administrative and investigative powers of the Ombudsman. Requires the Ombudsman to appoint a Deputy for and maintain contact information in each region of the Agency. Requires annual reports on the status of health and environmental concerns addressed in complaints and cases brought before the Ombudsman.
Provides criminal penalties for obstructing the proceedings of or making false or fraudulent statements to the Ombudsman. Protects employees who comply with this Act.
Authorizes appropriations for the Ombudsman through FY 2012.
