A bill to amend the Internal Revenue Code of 1986 to allow a refundable tax credit for health insurance costs, and for other purposes.
Amends the State Children's Health Insurance Program (SCHIP) provisions of the Social Security Act to provide that, in the case of a targeted low-income child who is eligible for child health assistance and whose parent is eligible for the refundable health insurance costs tax credit, payment may be made to a State for payment by the State to a health insurance issuer that receives advance payment of such credit on behalf of the parent of an amount equal to the estimated cost of providing the child with child health assistance, subject to stated conditions.
