A bill to amend the National Telecommunications and Information Administration Organization Act to establish a digital network technology program, and for other purposes.
Prohibits an institution that receives assistance exceeding $2.5 million from receiving further assistance until every other eligible institution has received assistance under this Act.
Requires: (1) annual reports from recipients to the Secretary on the use of such assistance; and (2) a report from the Secretary to Congress evaluating the program.
Authorizes appropriations.
