A BILL
To authorize the Secretary of the Interior to study the suitability and
feasibility of designating the Great Falls Historic District in the
city of Paterson, in Passaic County, New Jersey, as a unit of the
National Park System, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Great Falls Historic District Study
Act of 2001''.
SEC. 2. FINDINGS.
Congress finds that--
(1) the Great Falls Historic District in the State of New
Jersey is an area of historical significance as an early site
of planned industrial development, and has remained largely
intact through architecturally significant structures;
(2) the District is listed on the National Register of
Historic Places and has been designated a National Historic
Landmark;
(3) the Great Falls Historic District is situated within a
one-half hour's drive from New York City and a 2 hour's drive
from Philadelphia, Hartford, New Haven, and Wilmington;
(4) the District was developed by the Society of Useful
Manufactures, an organization whose leaders included a number
of historically renowned individuals, including Alexander
Hamilton; and
(5) the District has been the subject of a number of
studies that have shown that the District possesses a
combination of historic significance and natural beauty worthy
of and uniquely situated for preservation and redevelopment.
SEC. 3. DEFINITIONS.
In this Act:
(1) District.--The term ``District'' means the Great Falls
Historic District located in the city of Paterson, in Passaic
County, New Jersey, established as a historic district by
section 510 of the Omnibus Parks and Public Lands Management
Act of 1996 (Public Law 104-333; 16 U.S.C. 461 note).
(2) Secretary.--The term ``Secretary'' means the Secretary
of the Interior, acting through the Director of the National
Park Service.
SEC. 4. STUDY.
(a) In General.--As soon as practicable after the date on which
funds are made available to carry out this Act, the Secretary shall--
(1) carry out a study on the suitability and feasibility of
designating the District as a unit of the National Park System;
and
(2) submit to the Committee on Resources of the House of
Representatives and the Committee on Energy and Natural
Resources of the Senate a report describing the results of the
study.
(b) Contents.--The study under subsection (a) shall be conducted in
accordance with Public Law 91-383 (16 U.S.C. 1a et seq.).
SEC. 5. AUTHORIZATION OF APPROPRIATIONS.
There are authorized to be appropriated such sums as are necessary
to carry out this Act.
