Mr. Thurmond introduced the following bill; which was read twice and
referred to the Committee on the Judiciary

A BILL
To amend title 1, United States Code, to clarify the effect and
application of legislation.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. CLARIFICATION OF THE EFFECT AND APPLICATION OF LEGISLATION.
(a) In General.--Chapter 1 of title 1, United States Code is
amended by adding at the end the following:
``Sec. 7. Rules for application and effect of legislation
``Any Act of Congress enacted after the effective date of this
section--
``(1) shall be prospective in application only;
``(2) shall not create a private claim or cause of action;
and
``(3) shall be presumed not to preempt the law of any
State,
unless a provision of the Act expressly specifies otherwise.''.
(b) Table of Sections.--The table of sections for chapter 1 of
title 1, United States Code, is amended by adding at the end the
following:
``7. Rules for application and effect of legislation.''.
(c) Effective Date.--The amendments made by this Act shall take
effect 180 days after the date of enactment of this Act.
