S. 2946 — Federal Trade Commission Reauthorization Act of 2002

Summary

Federal Trade Commission Reauthorization Act of 2002 - Amends the Federal Trade Commission Act to: (1) authorize appropriations for the Federal Trade Commission (FTC) through FY 2005; and (2) delete the Communications Act of 1934 from the definition of "Acts to regulate commerce" (thereby eliminating the exception of common carriers subject to such Act (telecommunications) from the FTC's regulatory authority).

Authorizes the FTC to accept payment or reimbursement from or on behalf of a domestic or foreign law enforcement authority for expenses incurred by the FTC in carrying out any activity pursuant to statute, without regard to any other provision of law.

Authorizes the FTC to accept and use unconditional gifts, donations, bequests of property, and voluntary and uncompensated services that would not create a conflict of interest or appearance of a conflict of interest.
