A bill to provide a cost-sharing requirement for the construction of the Arkansas Valley Conduit in the State of Colorado.

Amends Federal provisions relating to the construction, operation, and maintenance of the Fryingpan-Arkansas project, Colorado, to: (1) authorize appropriations for the Federal share of costs of constructing the Arkansas Valley Conduit; (2) limit the non-federal share of such costs to 25 percent; and (3) allow up to 100 percent of the non-federal share to be in the form of in-kind contributions or to consist of amounts made available under any other Federal law.
