A bill to provide for the protection of children from tobacco.
States that a prohibited act shall include the manufacture, labeling, distribution, advertising, and sale of any misbranded or adulterated tobacco product in violation of such Act or the KIDS Act.
Directs the Secretary, respecting tobacco products, to: (1) establish a scientific advisory committee to review nicotine-related matters; (2) review, and restrict as necessary, mail order sales to persons under 18 years old; (3) provide for additional marketing, advertising, and access restrictions; and (4) establish good manufacturing practice standards.
Requires tobacco product manufacturers to provide the Secretary with: (1) lists of tobacco and nontobacco ingredients and constituents; and (2) new ingredient safety assessments. Prohibits manufacturers from making reduced risk statements without the Secretary's prior approval.
