Amends the Tariff Act of 1930 to allow a drawback (refund) of duties paid on certain articles imported into the United States and later exported to the U.S. Virgin Islands, American Samoa, Wake Island, Midway Islands, Kingman Reef, Guam, Canton Island, Enderbury Island, Johnston Island, or Palmyra Island.
