Amends Federal law to prohibit the collection of tolls from vehicles and military equipment owned by the Department of Defense for the use of any toll facility (toll highway, bridge, or tunnel on a public road, or toll ferry boat operating on a route classified as a public road) when the vehicle or military equipment is under the actual physical control of a uniformed member of the Armed Forces.
