To amend the Public Health Service Act to improve treatment for the mental health and substance abuse needs of women with histories of trauma, including domestic and sexual violence.
Requires the Secretary, acting through the Administrator of the Substance Abuse and Mental Health Services Administration, to make grants and provide technical assistance for the provision of comprehensive community-based mental health and substance abuse services to women with a history of physical or sexual abuse or other trauma. Targets minority community services. Requires such services to be multidisciplinary and provide coordinated and simultaneous treatment for multiple issues, be individualized as well as gender- and culture-specific, and include services for children, if needed. Authorizes the use of grant funds for childcare to facilitate participation.
