Military Commission Procedures Act of 2002

Military Commission Procedures Act of 2002 - Authorizes each military commission established by the President to try an individual who is not a U.S. citizen if the President determines that there is reason to believe that the individual: (1) is or was a member of the al Qaeda organization; (2) has engaged in, aided or abetted, or conspired to commit acts of international terrorism that have caused or threatened to cause injury to, or adverse effects on, the United States or its citizens, national security, foreign policy, or economy; or (3) has harbored one of more of such individuals. Allows each commission to adjudicate only violations of the international law of war.

Requires each such individual to be represented by counsel. Outlines trial procedures. Requires the prosecution to have the burden of proving guilt.

Entitled convicted individuals to a review by the U.S. Court of Appeals for Military Commissions (established under this Act).
